Ir Dr Alex Chan is a Senior Vice President of the Hong Kong Academy of Engineering Sciences. He graduated from the University of Hong Kong (HKU) in 1977 with a BSc(Eng) in mechanical engineering and in 1988 with a PhD in fluid dynamics.

Ir Dr Chan has worked extensively in contracting works in buildings, power plants, road tunnels and mass transit systems. He has served as an engineering consultant on major infrastructures in Hong Kong SAR, Mainland, Singapore, Japan, United Kingdom, and United States. His focused areas are safety, efficient and reliable plant operation, improvement to environment, and products innovation and development.

Ir Dr Chan has provided extensive professional and public service in Hong Kong and internationally. He has been appointed as the Chairman of the Committee on Self-financing Post-secondary Education since 2023. He was President of the Hong Kong Institution of Engineers (2003-04) and Chair of the Hong Kong Council for Academic Accreditation and Vocational Qualifications (2015-21). Internationally, he was Chair of the Sydney Accord Chair (2007-11) and Chair of the International Professional Engineers Agreement (2014-17).

Dr Lawrence Cheung has over 30 years of experience in managing research and development and consultancy business portfolio. In HKPC, he currently manages a broad business functions on technology research and development as well as consultancy services in smart living, automotive, 5G applications, gerontech, green living technology, testing, food processing & Chinese medicine, FutureSkills training as well as SME and Start Up support.

Prior to joining HKPC, Dr Cheung was living in Australia holding a senior research position in Commonwealth Scientific and Industrial Research Organisation (CSIRO) of Australia. He obtained Bachelor of Engineering with 1st class honours and Bachelor of Science degrees from Monash University in Australia. His doctorate degree on Computer Imaging research was also from Monash University. Dr Cheung joined HKPC in 1996.

Prof. HO Kin-chung was the former Dean of School of Science and Technology and Programme Leader in Environmental Studies of the Open University of Hong Kong (OUHK). Currently, he is the Director of the Polar Research Institute of Hong Kong (PRIHK), Special-appointed Professor of the College of Marine Science and Ecological Environment of Shanghai Ocean University, Honorary Professor of Department of Geography of the Unversity of Hong Kong, Court Member of the Hong Kong Baptist University, Chairperson of the Algae Innovative Technologies (HK) Co. Ltd, Chairperson of the AIT High Tech (Shenzhen) Co. Ltd and Founding Chairman of the Athens Institute of Education of Hong Kong.

Graduated from the Chinese University of Hong Kong with major in Biology and minor in Biochemistry, he obtained a MSc degree in Environmental Resources from Salford University of United Kingdom. He worked in the Environmental a Protection Department of the Hong Kong Government for 10 years, during which he also studied in the University of Hong Kong for PhD degree by part time.

Prof. Ho has a wide spectrum of academic interests: included but not limited to Harmful Algal Blooms, Water Quality and Water Resources Management, Environmental Impact Assessment, Environmental Planning and Policy, Environmental Management and Sustainability, Energy Management and Climate Changes, Environmental Ethics, Ecological Theology, Environmental Education and Public Governance. He has visited the Higher Arctic for more than twenty times and the Antarctica for 4 times for scientific research and expedition. So far, he has published more than 400 research articles in refereed journals and international conference proceedings, authored and edited 45 books, developed 8 sets of distance-education study materials and production of more 20 technical reports for the Government and public corporations.

Besides academic contributions, Academician Ho serves enthusiastically in professional and communication bodies in Hong Kong and Mainland China, namely President of Hong Kong Association for the Advancement of Science and Technology, Supervisor and director of Hong Kong/Macau Pui Ching Middle School, former chairman of the Advisory Committee for the Quality of Drinking Water Supplies, member of the Advisory Council on the Environment and Deputy Chairman of its working group on EIA, member of the Sustainable Development Council, member of the Town Planning Board, member of the Transport Advisory Committee and member of the private and self-financing colleges of the RGC of University Grant Council.

As the laureate of several significant awards locally and internationally, Prof. Ho was conferred a Badge of Bauhinia Star by the Government of HKSAR in 2004 and has been appointed to be Judge of the Peace (JP) since 2014.

Chairman of Asia Pacific Council

Mr Michael Kwok is the Chairman of Asia Pacific Council at Arup. A structural engineer by profession, Mr Kwok is a Fellow of HKAES. With his 38-year career at Arup he has completed the design of many major projects in Hong Kong and in the mainland including tall buildings, long span structures, stadia and transport terminals. In the recent years, Mr Kwok has been focusing on promoting sustainable development and supporting digital innovation within Arup.

Former Assistant Director of the Hong Kong Observatory

Mr Leung, a former Assistant Director of the Hong Kong Observatory, is currently the spokeperson of the Hong Kong Meteorological Society, Vice Chairman of the Guangdong Nuclear Safety Consultative Committee, a member of Board of Directors of the environmental groups “The Green Earth” and “Conservation E3 Foundation” (CE3), and a member of the Museum Advisory Committee of HKSARG.

Mr Leung is an Adjunct Professor and teaches climate change in various tertiary educational institutes in Hong Kong, including the Hong Kong Polytechnic University and The Chinese University of Hong Kong.

Mr Leung is actively involved in environmental issues in Hong Kong.

While working in the Hong Kong Observatory, he was the first professional meteorologist to host in TV weather programmes. He also hosted in the popular science TV programme “MObservatory” for several years, and used it as a platform to advocate the urgency of aggressive climate actions.

Mr. Yeung has extensive experience in the areas of smart city, big data, information technology, cybersecurity, investments, corporate and business development, science park development and government affairs. And he is a leader in Hong Kong and Mainland's information technology and communication industry. Mr. Yeung was appointed as the Government Chief Information Officer (head of department, Justice of Peace) by the Hong Kong SAR Government in 2015-2018. Mr. Yeung holds a Bachelor of Science in Electrical Engineering from the University of Texas (Austin), a Master of Science in Electrical Engineering from Purdue University, and an Executive MBA from the Kellogg School of Management of the University of Northwestern in conjunction with the Hong Kong University of Science and Technology.
